From disrupted learning and increased operational demands to regulatory intervention and reputational damage, schools can face significant consequences when safety systems fail. In the previous article, I argued that school workshops should be viewed not simply as classrooms, but as environments that share many characteristics with workplaces.

This distinction matters because the consequences of safety failures in practical learning environments can be significant.

While serious incidents in school workshops are relatively uncommon, they can affect students, teachers, learning programs, school operations, and community confidence. More importantly, they remind us that practical learning environments require the same careful attention to safety, planning, and risk management expected in other settings where people interact with potentially hazardous equipment and processes.

Understanding the consequences of incidents is not about creating fear. It is about recognising why workshop safety deserves ongoing attention.


Practical Learning Involves Real Risks

Technologies workshops, engineering laboratories, makerspaces, and food technology facilities provide valuable opportunities for students to develop practical skills and apply their learning.

These environments may include:

  • Machinery and power tools
  • Electrical equipment
  • Heat sources
  • Sharp tools
  • Chemicals and hazardous substances
  • Manufacturing and fabrication processes

Queensland’s Curriculum Activity Risk Assessment (CARA) framework recognises that practical workshop activities involve hazards requiring formal risk assessment and appropriate controls.

The presence of these hazards does not make practical learning inappropriate.

In fact, these activities are often among the most engaging and educationally valuable experiences schools provide.

However, they do require planning, supervision, and ongoing attention to safety.


When Incidents Occur

Most practical learning activities occur without incident.

Nevertheless, when something does go wrong, the effects can extend well beyond the immediate injury.

Students may require medical treatment and time away from learning. Teachers may be involved in investigations, reporting requirements, and reviews of existing procedures. Planned learning activities may be interrupted while equipment, facilities, or processes are assessed.

Parents and the broader school community naturally seek reassurance that practical learning environments are being managed safely and responsibly.

In many cases, the incident itself is only the beginning of a much larger review process.


Lessons from Queensland

A recent Queensland example demonstrates the importance placed on safety within practical learning environments.

The Queensland Department of Education entered into a $2.57 million enforceable undertaking following an incident at Dysart State High School in which a student was injured while using a compound mitre saw during an Industrial Technology and Design class.

The undertaking included commitments relating to:

  • Safety auditing
  • Training and professional development
  • Risk management processes
  • Workshop inspections
  • Safety leadership
  • Ongoing assurance activities

What is significant is not only the scale of the investment, but also the recognition that workshop safety requires continuous attention and improvement across an entire education system.


A National Issue

Queensland is not alone in facing these challenges.

In Victoria, WorkSafe charged the Department of Education following an incident at Beechworth Secondary College in which a student allegedly sustained serious injuries while operating a guillotine during a class activity. Reported allegations involved guarding, warning signage, and supervision.

Similarly, in New South Wales, three students were hospitalised following a science experiment involving ethanol, highlighting the importance of hazard management in specialist learning environments such as laboratories and STEM facilities.

While the circumstances were different, both incidents reinforce the same message.

Practical learning environments require careful management because students are engaging with activities that involve real hazards and real consequences.


Beyond the Immediate Incident

The consequences of an incident are not always measured by the severity of an injury.

Schools may need to:

  • Review procedures
  • Inspect equipment
  • Provide additional training
  • Communicate with families
  • Respond to regulatory enquiries
  • Implement recommendations arising from investigations

These activities require time, resources, and attention.

For school leaders, this reinforces the value of maintaining effective safety practices before an incident occurs.


Learning from Near Misses

Effective safety management is not only about responding to injuries.

It is also about identifying hazards and learning from near misses before someone is harmed.

Many education systems recognise the value of reporting hazards, unsafe conditions, and incidents. For example, Victoria’s eduSafe Plus framework supports the reporting and management of incidents, hazards, and near misses as part of a broader occupational health and safety approach.

The aim is not simply record keeping.

The aim is to identify issues early and improve safety practices over time.

Often, the most valuable lessons emerge from incidents where no one was injured.


Why This Matters for School Leaders

Workshop safety is sometimes viewed as the responsibility of individual teachers.

In reality, it is supported by leadership, planning, training, maintenance, resourcing, and regular review.

School leaders do not need to be experts in every piece of equipment used in a workshop. However, they should be confident that appropriate procedures, training, supervision, and oversight arrangements are in place.

The strongest safety cultures are those that remain focused on improvement, even when no incidents have occurred.
